Office of the Chief Executive Officer / Town Clerk

The Office of the Chief Executive Officer/Town Clerk, headed by the Town Clerk, is responsible for the overall administration, coordination, and management of the municipality and for ensuring the effective implementation of Council’s strategic objectives, policies, and resolutions. The Town Clerk serves as the principal administrative head of the municipality and provides strategic leadership to ensure efficient service delivery, sound governance, and compliance with applicable legislation and municipal regulations.

The Office also plays a central role in coordinating the activities of all municipal departments, ensuring that their operations align with Council’s development agenda and approved plans. The Town Clerk acts as the key link between the political leadership of Council and the administrative machinery of the municipality, ensuring that Council directives are effectively translated into operational programmes and services for the community. In addition, the Office is responsible for overseeing the implementation and continuous improvement of the municipality’s Quality Management System (QMS) to ensure that services are delivered in a consistent, efficient, and accountable manner.

Core Functions

Strategic Leadership and Administration

  • Providing overall leadership and direction to the municipal administration to ensure effective and efficient service delivery.
  • Coordinating the work of all municipal departments to ensure alignment with Council policies, strategic plans, and development priorities.
  • Ensuring the effective functioning of the municipality’s administrative systems and operational structures.

Governance and Policy Implementation

  • Ensuring the implementation of Council resolutions, policies, by-laws, and strategic directives.
  • Advising Council and its committees on governance, administrative, legal, and operational matters affecting the municipality.
  • Ensuring that Council operations and decisions comply with applicable legislation, statutory requirements, and municipal policies.
  • Facilitating effective communication and coordination between the political leadership of Council and the municipal administration.

Financial Oversight and Resource Management

  • Overseeing the preparation and submission of the municipal budget in consultation with relevant departments.
  • Monitoring the utilisation of municipal resources to ensure prudent financial management and accountability.
  • Ensuring that Council expenditure is authorised and aligned with approved budgets and strategic priorities.

Performance Management and Organisational Effectiveness

  • Overseeing the development and implementation of performance management systems to monitor departmental performance and service delivery outcomes.
  • Ensuring that departmental plans and programmes are aligned with Council’s strategic objectives.
  • Monitoring and evaluating the performance of municipal departments to ensure efficiency, accountability, and continuous improvement.

Quality Management System

  • Overseeing the implementation and maintenance of the municipality’s Quality Management System (QMS).
  • Ensuring that municipal processes and services meet established standards for efficiency, effectiveness, and accountability.
  • Promoting a culture of continuous improvement, monitoring compliance with quality standards, and facilitating periodic reviews of operational procedures.

Stakeholder Relations and Intergovernmental Coordination

  • Representing the municipality in engagements with government ministries, statutory bodies, development partners, and other stakeholders.
  • Facilitating constructive relationships between the municipality and the community, private sector, and civil society organisations.
  • Coordinating intergovernmental relations to ensure alignment with national development priorities and policies.

Information and Advisory Services to Council

  • Providing accurate, comprehensive, and timely information to Council and its committees to support informed decision-making.
  • Ensuring that Council is regularly updated on key administrative, financial, and operational matters affecting the municipality.

Oversight of Municipal Departments

  • Providing overall supervision and guidance to heads of departments to ensure the effective implementation of departmental programmes and services.
  • Ensuring coordination and collaboration between departments to achieve integrated municipal service delivery.
  • Monitoring departmental compliance with Council policies, regulations, and performance standards.
