Corporate Services Department

The Corporate Services Department is responsible for providing strategic administrative and operational support services to the Nhlangano Town Council. The Department facilitates effective organisational management by supporting internal departments in the efficient utilisation of human, technological, and communication resources to achieve Council’s strategic objectives.

The Department also plays a coordinating role in strengthening corporate governance, ensuring compliance with statutory obligations, and implementing organisational policies and procedures. In executing its mandate, the Department operates within the framework of applicable national legislation, municipal by-laws, and internal policies relevant to its functional areas.

Core Functional Areas

Human Resources Management

The Human Resources Section is responsible for workforce planning, human capital development, and the overall welfare of municipal employees. Its primary function is to ensure that the municipality has a competent, motivated, and well-managed workforce capable of delivering efficient municipal services.

Key responsibilities include recruitment and selection of staff, administration of employee benefits, implementation of organisational policies and procedures, and coordination of the Performance Management and Development System. The section also oversees staff training and professional development, employee wellness programmes, and the management of the self-insured workers’ compensation programme.

Additional functions include maintaining employee records and personnel files, managing occupational health and safety initiatives, monitoring the industrial relations climate within the organisation, and providing advisory support to management and employees on human resource matters throughout the employee lifecycle from recruitment to retirement.

Social Services

The Social Services Section is responsible for implementing programmes that promote the social well-being, health, and resilience of communities within the six wards of Nhlangano and surrounding areas. The section works to strengthen families and communities by facilitating access to essential social and health-related services.

Programmes focus on preventative, promotive, curative, and rehabilitative social interventions aimed at improving community welfare. Key services include HIV/AIDS awareness and education campaigns, health dialogues, promotion of public health initiatives, condom distribution, referrals to health service providers, and provision of basic counselling services.

The section also coordinates social support programmes such as home-based care services and community initiatives that support orphaned and vulnerable children through the management and coordination of social centres.

Information Technology

The Information Technology (IT) Section is responsible for the management, maintenance, and development of the municipality’s technological infrastructure and information systems. The section ensures that ICT resources are effectively utilised to support service delivery, organisational efficiency, and secure information management.

Core functions include the management of IT infrastructure, provision of technical support and help desk services to staff, administration of the municipal network and communication systems, and management of software and information systems used by the municipality.

The section also plays a critical role in cybersecurity and data protection by safeguarding municipal data and systems from cyber threats, ensuring system reliability, and promoting the secure and efficient use of technology across the organisation.

Public Relations and Communications

The Department is also responsible for managing the municipality’s internal and external communications to promote transparency, accountability, and public engagement. This includes dissemination of Council information, coordination of public awareness campaigns, media relations, and facilitation of communication between Council and the community.

Payroll Administration

The Payroll function ensures the accurate and timely processing of employee salaries, allowances, statutory deductions, and related benefits. The section maintains payroll records, ensures compliance with applicable financial regulations and statutory obligations, and supports financial reporting related to employee compensation.

Fleet Management

The Department is also responsible for the management and administration of the municipal vehicle fleet. This includes oversight of vehicle allocation, maintenance scheduling, fuel usage monitoring, licensing and insurance compliance, and the implementation of fleet management policies to ensure efficient and cost-effective utilisation of Council vehicles. The section works to ensure that municipal departments have reliable transport resources to support service delivery while promoting accountability and proper asset management.
