The total geographical coverage of the town is about 1300 hectares, and constituted of a population of about 15 000 people, excluding the hinterlands. The town is divided into six electoral wards, from which one representative per ward is democratically elected once in five years, to collectively form the Town Council.

The Minister for Housing and Urban Development then appoints two additional Councillors, bringing the total number of Councillors to eight for the town. The functions of the Council are outlined under section 55 of the Urban Government Act No.8 of 1969.
